Seaboard Arbors
Management Services
has been contracted to provide full service property management services to
Pipers Meadow Homeowners' Association, Inc. In addition to Deed Restriction
Enforcement, Seaboard Arbors will now provide additional services such as
collecting annual dues, maintaining the association financial records, paying
bills, responding to Estoppel requests from title companies when a lot/house is
sold, supervising third-party contractors, soliciting bids for projects for the
Board’s review and approval, answering owner questions and providing guidance to
the Board of Directors. Inspections of the community will continue to be done at
least twice per month.

Mailboxes
On June 5, 2007 the Board of
Directors of Pipers Meadow issued a Mailboxes Resolution clarifying the
community standard for mailboxes to assist the Property Manager and the
Architectural Control Committee. The Resolution, posted at this website under
the Documents page and delivered by mail to every homeowner, describes the type
of mailbox that would be consistent with the character of the original Pipers
Meadow birdhouse style wooden mailbox. The only mailboxes that are grandfathered
by the resolution are mailboxes placed by the community’s developer or the
original builder of each home.
The "cedar mailbox" pictured
below is an approved mailbox already in use by many homes in the Pipers Meadow. It
is available for around $40 at
www.HomeDepot.com,
www.Hechinger.com and
www.OutdoorDecor.com.
Some
homeowners have purchased acceptable mailboxes locally from Denny Balaskas
(352-596-7087) and Joe Fannin (727-786-1891).

Speed Limit
Please obey the speed limit!
The speed limit throughout Pipers Meadow is 25mph. The PMHOA Board has
been contacted on numerous occasions about residents speeding through the
neighborhood. The Pinellas County Traffic Enforcement has been called to patrol
our community for speeding violators. Thank you for helping make Pipers Meadow
safe for everyone.
Motorized Scooters
Several homeowners have been complaining about residents of Pipers Meadow riding
powered mopeds throughout the community. According to the Florida Department of
Highway Safety and Motor Vehicles, motorized scooters cannot be legally operated
on public roadways nor may they be legally operated on sidewalks or bicycle
paths. Motorized scooters are small two or three wheel vehicles that a
person may stand upon or sit upon to operate or ride. Some have electric motors
and some have gas engines. The steering is managed by use of a T-shaped
handlebar.
Scooters are usually two-wheel motorcycle-type motor vehicles 50 cc or less
or 2 brake horsepower or less gas engines that have automatic transmissions.
Mopeds also have 50 cc or less engines with two wheels, but have pedals and may
be operated solely by human power.
In order to legally operate scooters, mopeds, and other 2-3 wheel small
engine motor vehicles, at least a Class E driver license and tag/registration
are required.
Please check your city and county ordinances for restrictions and contact
your attorney for advice to determine where you may legally operate motorized
scooters.
